The Parivahan Sewa Portal digitises the certification and processes for vehicle and license-related services. Anyone in India can access the Parivahan Sewa Portal and find out about their Driving License (DL), Vehicle Registration Certificate (RC), E-challan , etc.
The objective of the Parivahan Sewa Portal is to automate vehicle registration and DL related activities in the transport authorities in India and create national and state-level registers of vehicles or DL information.
Commercial vehicles need to pay other state vehicle taxes while entering certain states of the country. This tax is kind of a road tax that the states impose on commercial vehicles. It is generally payable at the check posts situated on the state boundaries. Commercial vehicle owners can pay the check post-tax online.

The design and manufacture of motor vehicles should be as per the applicable standards so that they are safe for usage on roads. Sometimes, after the release of the vehicles to the markets, they may have defects. The importer or manufacturer will inspect and rectify the defects in the vehicle upon complaint of the defects. This activity is known as recall.
A vehicle owner who reasonably believes that his vehicle has environmental or safety-related issues can register a complaint about the problem in his/her vehicle on the Parivahan Vehicle Recall portal.
However, the vehicle owner can register a complaint about vehicle recall if the vehicle is within seven years from the date of import, vehicle manufacturing or retrofit and his/her mobile number is registered in the Vahan portal.
The Joint Secretary (MVL), Ministry of Road Transport and Highways, is the designated officer for vehicle recall. The purpose of the Parivahan Vehicle Recall portal is to provide vehicle owners with an opportunity to register motor vehicle defects centrally that have undue risk to the environment or road safety.
Any person who has a defective vehicle can register his/her complaint and report a problem in the vehicle on the Parivahan Sewa Portal. However, the recall does not guarantee vehicle replacement.
A person needs to go to the Parivahan Sewa Portal and click on the ‘Vehicle Recall’ option under the ‘Online Services’ tab on the homepage. Upon clicking on the ‘Vehicle Recall’ option, the Parivahan Vehicle Recall Portal will open. The complaint details will be shared with the manufacturer for the necessary investigation and initiation of action if the defect threshold exceeds the required percentage value as per the respective notification for the motor vehicle.
The mParivahan App is an application designed for DL and RC services, provide basic details about the user’s vehicle, paying road tax, registration of license, etc. The Ministry of Road Transport and National Highways introduced this app. Anyone can download this app on their mobile phone through the Google play store or Apple store.

The Ministry of Road Transport & Highways has been assisting in computerising 1000+ Road Transport Offices (RTOs) across India. RTOs issue a Driving License (DL) and a Registration Certificate (RC) that are valid across India. It became important to define the same standards for these documents on a pan-India level for ensuring interoperability, correctness and timely availability of information.
Ministry assigned the National Informatics Centre the task to standardise and deploy a software VAHAN concerning Vehicle Registration; SARATHI concerning Driving Licenses (DLs) and compilation of data related to DLs in all states and vehicle registration.

Enter the Registration Number, Chassis Number and then click on the ‘Generate OTP’ option.

Every state and Union Territory (UT) in India has a Regional Transport Office (RTO). The RTO is a government organisation that maintains the record and monitors all the motor vehicles registered in their respective states/UTs. The RTO offices identify the vehicles that are not taxed. Their role also involves identifying vehicles entering from different states.
An RTO keeps a tab on the vehicles exceeding the prescribed speed limit on the roads and issues challans to such vehicles. They conduct the DL test and issues DL and RC registration of a vehicle. They are also the authority to renew the DL/RC of a person.
Each state and UT has its own RTO office with a certain designated code and their respective official websites. The RTO code list and the official website link is provided in the table below:
The mParivahan is a mobile application, whereas the Parivahan Sewa Portal is a website. Both the mParivahan app and the website offer vehicle-related services. However, certain services offered differ on the app and website.
For example, a user can check RC details on the website but can only share or download a virtual RC through the app. Similarly, a user can download a virtual driving license on the app but can book a slot for DL only on the website.
Currently, there is no option to rectify details on the DL application once it is submitted. The only option is to contact the zonal office or RTO and carry the original documents to rectify the error or re-apply the application respectively.
An individual can reschedule his/her DL test appointment on the Parivahan Sewa Portal after cancelling the original DL appointment. To reschedule the appointment, the individual must visit the Parivahan Sewa Portal, click on the ‘Driving License Related Services’ option under the ‘Online Services’ tab and select the state from the drop-down box.
On the respective states’ transport department page, the user must click on the ‘Appointments’ tab on top of the page and select the ‘Cancel DL Test Slot’. After cancelling the DL test, an individual can book a fresh DL test slot.
When an individual pays the motor vehicle tax through the Parivahan Sewa Portal, the transaction pending message appears if his/her previous transaction for the same vehicle is pending. A new transaction is not possible without completing the settlement of the previous pending transactions. The individual can check the pending transaction status by clicking on the ‘Check Pending Transaction’ option at the bottom of the page.
